Information for Voters

Are you eligible to vote?

In order to be eligible to vote on Bowen Island as a Resident Elector or Non-Resident Property Elector, a person must:

• Be 18 years of age or older when they register to vote, or 18 years or older on general voting day,
• Be a Canadian citizen,
• Have been a resident of B. C. for at least six months before they register to vote,
• For Resident Electors, be a resident of Bowen Island,
• For Non-Resident Property Electors have owned property on Bowen Island at least 30 days immediately before the day of registration,
• Not be disqualified under the Local Government Act, or any other enactment, or by law from voting in a local election

Voting rights are granted to citizens based on residency or property ownership. There is no corporate or business vote in local elections.

Are you registered?

There are two types of electors, “Resident” and “Non-Resident”.

• “Resident Electors” are those individuals who live within Bowen Island Municipality. 
• “Non-Resident Property Electors” are those individuals who own real property within Bowen Island Municipality but live elsewhere.

For Resident Electors, Bowen Island Municipality will use the provincial list of voters prepared by Elections BC in the October 2022 general local election.

You can register on voting day by bringing two pieces of ID (one piece of photo ID and one proving residence).

For Non-Resident Property Electors, Bowen Island Municipality maintains its own list of eligible Non-Resident Property Electors (NRPE). 

To register as a NRPE:

1. Complete the Application for Registration as a Non-Resident Property Elector & the Consent of Registered Owners Form (required if there are multiple owners)

2. Return the Application to the Chief Election Officer by:

Voting Day Registration

If you are not on the Voters List, and are unable to register through the Elections BC site, you can still register to vote at the Poll Station on General Voting Day, October 15th or on Advance Voting Day, October 5th. You must provide two pieces of identification (at least one with a signature.) For example: Driver’s Licence, Car Insurance, BC ID Card, Utility Bill, Rent Receipt, Tax Bill, Credit Card, Care Card, Student Card. See Voter Identification tab for full list of accepted ID. 

Non-resident Property Elector will also have to provide proof that they are entitled to register in relation to property, and, if applicable, written consent from the majority of property owners.

NRPE's must complete an Application for Registration as a Non-resident Property Elector. We strongly recommend you download the application and Consent Form and complete it in advance to ensure you have all the information and signatures you need to qualify to vote. 

Voter Identification 

To register to vote as a resident elector at the time of voting you will need two of the following identification documents showing residency and identity and one must contain a signature. 

• BC Driver's Licence*
• BC Identification Card 
• BC Services Card*
• ICBC Registration 
• Citizenship Card
• Social Insurance Number/Card (SIN)
• Property Tax Notice 
• Credit Card or Debit Card
• Utility Bill

*if you have a combined BC Driver's Licence and Service Card, it counts as only one piece of identification. 

To register as a non-resident property elector at the time of voting you will need proof of property ownership and identification. 

• Property Tax Notice/Certificate 
• Property Assessment Notice from BC Assessment 
• State of Title Certificate/ Title Search 
• If applicable, written consent of a majoirty of the registered owners on title 
• Two pieces of identification as listed above for resident electors. 

Mail Ballot Voting 

To receive a mail ballot package, an eligible elector must first complete an Application to Vote by Mail Ballot. 

Mail ballot packages will be made available as soon as practical after the ballots are received (on or about September 19th). To speed up processing times, submit your Application to Vote by Mail Ballot early. 

Mail ballot packages will not be mailed after Friday, October 7th. Electors may request a mail ballot package for pick-up at Municipal Hall up until Friday, October 14th at 4:30 PM.  

It is the sole responsibility of the elector to return the completed mail ballot package to the Chief Election Officer or Election Official before the close of voting, Saturday, October 15th at 8:00 PM.
